ABOUT THE PROGRAM
If you have a business in one of Parker’s three Urban Renewal areas (Cottonwood, Parker Road, and Parker Central), you may be eligible for FLIP funds for exterior improvement to a commercial building.
The program was designed to encourage investment to help bolster the economic vitality in Parker. Facade and landscape improvements are one of the most effective ways to enhance the appearance of a commercial building, drawing in customers and further investment.
Those who are approved for FLIP funds and follow the guidelines of the matching grant program can be reimbursed in the following way:
Grantors shall be reimbursed in one (1) installment. Approved grant recipients will be required to provide paid invoices showing a zero balance as well as canceled checks and/or credit card receipts. P3 staff will approve and verify all invoices before any reimbursement can be given. Once a final inspection is completed and passed, the reimbursement process can begin
QUALIFICATIONS
To qualify for FLIP funds, commercial properties must meet the following requirements:
The building must be located within one of the three Urban Renewal Areas. You can check your address on our interactive map.
The property cannot be classified as “Exempt” by the Douglas County Assessor.
The business must have a valid Town of Parker Business/Sales Tax license.
There can be no code enforcement violations on the property.
Businesses must be current on all sales and use tax obligations at the time of application submission and during the reimbursement period.
All proposed changes must comply with Town codes and requirements.
Projects must receive all required approvals
The business must be a Commercially Zoned Business.
TIMELINE AND KEY DATES
JANUARY GRANT CYCLE
• Early November : Property owners notified of program
• End of January: Deadline for Grant Submittal
• Early February: Notify Grant Award recipient(s)
• End of December: Work must be completed and receipts submitted for reimbursement

JUNE GRANT CYCLE
• Early May : Property owners notified of program
• End of June: Deadline for Grant Submittal
• Early July: Notify Grant Award recipient(s)
• End of December: Work must be completed and receipts submitted for reimbursement

FUNDING AVAILABLE
The Program is a reimbursement grant program that can help fund design, construction, and improvement costs. Those who would like to apply for the grant should apply during one of our two program grant cycles.
Maximum Amount budgeted per cycle: $25,000 per URA District.
$12,500 cap for January Grant Cycle
$12,500 cap for June Grant Cycle
Individual businesses are eligible for a maximum grant of $6250
